- In a bowl, combine the softened cream cheese with chopped dill, chives, lemon zest, garlic powder, smoked paprika, cayenne pepper (if using), mayonnaise, lemon juice, salt, and pepper.
- Stir until all ingredients are well combined and the mixture is smooth.
- Gently fold in the roughly chopped cooked shrimp, being careful to leave some larger pieces for added texture in the pinwheels.
Notes
For best results, chill the rolled tortillas for at least 30 minutes before slicing to ensure neat, firm pinwheels. These pinwheels are also great with a dash of hot sauce in the cream cheese mixture for an extra kick!
